Activision gaf eind 2003 de eerste True Crime uit namelijk Streets of L.A. Dat was een solide actietitel die door het ontbreken van een Grand Theft Auto titel goed verkocht. Een opvolger was daardoor ook logisch. In die game verhuizen we van Los Angeles naar New York.
Marcus Reed is een detective bij de politie. Hij moet meerdere missies uitvoeren om het einde te bereiken maar tijdens de game zijn er ook veel optionele missies. Als je hulp nodig hebt, kun je tijdens de missies andere patrouillewagens oproepen. Tijdens het spel zal Marcus ervaring opdoen waardoor zijn vaardigheden verbeteren. Zijn acties zullen de andere inwoners van de stad beïnvloeden. Eén van die acties is bijvoorbeeld bij een gijzeling inpraten op de gijzelnemer of gewoon op hem schieten zonder je iets aan te trekken van de gegijzelden.
Dit zal de meest authentieke afbeelding van New York tot nu toe worden volgens Activison. De straten van Manhattan zijn volledig accuraat nagemaakt inclusief metrolijnen, honderden interieuren, monumenten en bekende gebouwen zoals de Empire State Building, en allerlei bekende buurten zoals Harlem, Chinatown en Times Square. Je zal ook het leven van een echte New Yorker moet leiden, taxi nemen en de metro gebruiken. Het spel zal eind 2005 op GameCube, PC, PlayStation 2 en Xbox verschijnen.
